The Voucher Argument Regarding School Finances
"Did vouchers save our district money?" It depends on who's leaving.
The "fixed cost" argument is a real position in school-finance research. It says buildings, admin, and debt service don't shrink when a student leaves, so districts only lose the variable share of cost per voucher student, roughly 64% of spending by one common estimate, not the full amount.
But that logic only holds if the voucher student would have otherwise enrolled in the public school. Local data complicates that:
š 63.5% of EdChoice recipients in an 8-district Northeast Ohio sample (including PCSD) were never enrolled in the districts footing the bill.
š 81% of Parma families using EdChoice Expansion vouchers in 2024-25 didn't qualify as low-income.
š 2,416 PCSD-area students used EdChoice Expansion vouchers in 2024-25, up from about 2,100 the year before.
š PCSD gets $1,464 in state base-cost funding per public school student. Voucher amounts run as high as $8,408.
Even researchers and courts who disagree on the bottom line agree on one thing: whether voucher money "would have" gone to public schools is a hypothetical that can't be directly tested.
